today. senators reid and mcconnell are discussing a potential agreement where we can get a bipartisan bill out of the senate over into the house and done in a timely fashion so that we met the december 31st deadline. given how things have been working in this town we have to actually wait and see until it actually happens. the one thing that the american people should not have to wait and see is some sort of action. so if we don't see an agreement between the two leaders in the senate, i expect a bill to go on the floor. and i have asked senator reid to do. this put a bill on the floor that makes sure that taxes on middle class families don't go up, that unemployment insurance is still available for 2 million people, and that lays the groundwork then for additional deficit reduction and economic growth steps that we can take in the new year. >> joining us now from capitol hill. south dakota republican senator john thune, a member of the budget committee. so, senator, what do you make of the president's plan? >> i'm just glad the president is engaged. you can't do big things in washing

anybody is actually doing anything right now. gregg: what about harry reid? what's his, does he have anything at all maybe towards the end of the week he will put on the table? i've been hearing he will put to a vote an extension of the bush tax cuts for anybody making under $250,000 a year, extend unemployment benefits for some 2 million people that are about to lose them. what are you hearing? >> right. he sounded pretty pessimistic this morning but that could change and there's, kind of a fight, procedurally between the house and the senate in a sense that if reid originates a bill in the senate that would do what you said, people in the house say, well that would be unacceptable because the constitution requires revenue bills to originate in the house. but there is this bill that the house did pass a while back extending tax cuts for everybody. the senate could actually amend that bill. it originated in the house and then send it back and actually get somewhere. you have to remember that john boehner actually gave in on the principle of raising tax rates for the highest earners.

talking to the white house. the white house is in constant contact with the democratic leader harry reid. and they're working towards some kind of an agreement. but the white house has all along had -- during these past few days, been somewhat hopeful that they could reach some kind of agreement in the senate. all along, they have been far less optimistic that there would be an agreement that can get through the house. only because from the white house's perspective, from democrats' perspective broadly, they've been let down time and again by speaker boehner. they've never been able to reach a deal with speaker boehner. and now with this news that the house is going to be breaking for the evening, it does look like that might happen again. now, there's one reason, wolf, why they are filling this package with measures that could appeal to democrats, not just, as you mentioned, increasing, letting taxes for the highest income earners go to clinton rates. also extending unemployment benefits. but also it includes tuition credits and tax credits for kids because these are designed to woo dem

minutes from now, any moment, they're starting to arrive, we have boehner, pelosi, mcconnell, reid. they're on capitol hill. what can president obama offer that both sides can agree to. >> unfortunately for individual members of the republican house it is to their interest to let tax increases go into effect. that way they won't be viewed as having raised taxes. they can come in and easier to negotiate with them. what the president, what we are hearing about what the president is proposing though, is a small deal to get them through the fiscal cliff so that it avoids some of the implications, some of the more damaging implications for the economy. i don't think the fiscal cliff honestly is really going to have a huge impact. our housing market and labor market remained firm and i think they can survive this. but i do think that though, that if the president does offer this smaller deal i think there's opportunity here, though it is probably slim. heather: that smaller deal, or that plan-c as the president has called it, i guess last friday or we're calling it now plan-c, david, it really
